How it could have been

"With respect to commitments in other areas, such as levels of news and
spoken word, the Commission considers that setting across-the-board
requirements would not take into account the particular needs of
different communities or the differing resources of licensees."

Canadian Radio & Television Commissions in its 1998 review of news and  talk requirements

OUR SURVEY : Dublin’s FM 104 - February 17th 2006.

Our researcher picked a random hour on a random day this week in Feb 2006. The hours surveyed were 12-1pm and the 6-7pm drive time hour on Fri 17th February 2006. FM 104 comes up high compared to many other stations during daytime radio especially for these hours that were surveyed. Well done to FM104 for playing a high amount of music in both these hours with 10 songs played in each hour. On a negative point, this still only represents around 60% of this music station’s output compared to other music station across the world.

20% Talk – 12 minutes of Talk, news and weather/info
20% Ads – 12 minutes of ads were aired this hour
60% Music – 36 minutes of music was played
10 songs were played this hour

Although the song count was high at this time of day, almost no music was played from 10pm to 1am during a 3 hour talk marathon where a talk show is featured on this “hit music station”

(Note: The name of all the songs have not been identified by the researcher. If the title and artist of a song is unknown then the genre is logged. Percentages are estimated as an approximate percentage on a 60 minute hour) All categories are rounded off to the nearest minute as some talk and songs are not exact 60 second minutes.

FAQ'S

Why is there so much talk on the radio?

It's the law. Under the broad casting acts of 1988 and amended in 2001, ALL radio stations must do a minimum of 20% news and current affairs. this is before you add general speech and talk, ads and station promos. There is very little room for music.

Who is responsible?

The RTE Authority for the RTE stations and the BCI (Broadcasting Commission of
Ireland) for all other non-RTE stations but ultimately the minister for communications is responsible for the act.

Why do all stations sound the same?

For non-RTE stations the BCI have refused again in 2005 to give any derogation
during 7am-7pm (the main time people actually listen to radio) from the 20% news and current affairs requirement.

Does this happen in other countries?

Not that we can find. We have searched extensively and found no other region where ALL stations are forced to do this. Click here for more information
